Yes, this does apply to Devastate as well, though it only passes on the Sunder debuff, not the damage.

I was just testing this on the PTR and it appears to have a very short range and you must be facing the mob. The two mobs need to be very close together to get the sunders. (I'm assuming the criteria for the 2nd sunder to hit is that technically you'd be able to swing a sunder on them)

Also, it picks one target then throws all the sunders onto that one once you start stacking. I tested with 3 mobs, and would constantly move them around so neither was closer. I would only ever end up with 2 mobs with stacks of 5 and 1 mob with nothing.

As I pointed out in comments on Glyph of Devastate, with the exception of low level tanking, this glyph isn't terribly useful. Between the relatively low usage rate of Devastate in a current rotation and its questionable range of application, it's probably better to pass on this glyph. You should be more than capable of putting down the necessary threat with Thunderclap and Shockwave.

A better solution for boosting multiple target threat, however, might be Glyph of Cleaving. Cleave won't step on your rotation, whatever it might be. The only other choices would be Heroic Strike or Rapid Charge, the selection of which would be dependent upon having Warbringer as well as a tendency to Charge as often as possible.

I just did some testing. Here's what I've come to:

Yes, Glyph of Sunder Armor does apply a Sunder Armor effect to a nearby target with Devastate. Yes, it does produce extra threat.

Glyph of Sunder Armor does not consume extra rage, and Glyph of Sunder Armor does not work with Glyph of Heroic Throw.

Sunder has always been one of the main abilites of Warriors to gain threat, and at low level it's even more important because of the lack of devastate and other threat gaining abilities.

Back in the day when it still went up to 5 stacks yes. But now at low levels threat is so easy to get and maintain. With Blood and Thunder threat is easy to get and hold on multiple mobs. Even on single mobs, your Shield Slam should produce enough threat to keep it on you.

Once you get Devastate though, it's a nice glyph to have since the sunder does apply on the extra target.

In Mists of Pandaria this glyph has changed.

OLD: Glyph of Sunder Armor - When you use Sunder Armor or Devastate, a second nearby target also receives Sunder Armor.

NEW: Glyph of Hoarse Voice - Reduces the cooldown and Rage generation of your Battle and Commanding Shout by 50%.
