Made by 2 emerald pigments which are milled from Fadeleaf, Goldthorm, Khadgar's Whisker, and Wintersbite.
Stranglethorn Vale, Hinterlands, Ferales, Swamp of Sorrows, and Azshara (as well as other zones of similar level) are good places to farm for these herbs, except Wintersbite which you can find in Alterac Mountains.

I've found the best way to get this is from farming Western/ Eastern Plaguelands for Khadgar's Whisker and Fadeleef. Getting Sungrass helps with the next level of inscription too!

Look at sitting on these until Mists of Pandaria launches or if you have a lot of Blackfallow Ink start buying up the lower level inks. Make sure to note the hardest, or most annoying, herbs to farm on your server which directly correlates to the inks that will sell the best. Inscription is shaping up to be a popular profession and any and all inks will increase in value to some degree. Some are going to be astronomical.

I believe Jadefire Ink will be closer to the former based purely on what zones you need to farm them in. A lot of players will specifically have to go to those zones as normal leveling won't give players abundant access to farm these herbs while leveling. BUT they'll still have SOME access to them and you only need roughly x45 Jadefire Ink to level. At 2-4 inks per mill, that's roughly 4 stacks of herbs they will need. If they are herbalists, they will most likely be able to get their 4 stacks without much effort. So this ink will capitalize on the players who are not herbalists. So you're rolling the dice to an extent. However, it would not hurt to sit on 3 or 4 stacks of these inks in case they do quadruple in price, if not more.

Eastern Plaguelands is by far the best, and fastest place to farm, for Khadgar's Whisker, and Sungrass.
