The new Searing Gorge FP, Iron Summit, near the northern entrance to Blackrock Mountains has an Innkeeper who sells this and Flagon of Mead. I just stumbled upon them as I went through on my priest.

As horde, I found Vinemaster Suntouched in Silvermoon City (org/uc zep -> portal to SMC) more convenient than heading back to Dalaran. The vendor in Shattrath would also be an option if taking the dark portal port and then flying to Shat is more your style.

Bartleby the Drunk in SW does not sell this or anything. If you're in SW, the closest vendor is Barkeep Dobbins in Goldshire.

You may be able to get it elsewhere - but this is where I got it.

Arille Azuregaze in Dalaran does NOT sell this, however Sarah Brady does, she is in the Underbelly of Dalaran. She's a gnome on top of several boxes near the Arena in the Underbelly, she has kegs on either side of her. She sells both materials required to make Captain Rumsey's Lager. Happy Hunting!

Both Alliance and Horde can interact with Sarah Brady.
