This "set" can be obtained from the normal Icecrown dungeons.

Shoulders: Bronjahm (The Forge of Souls)
Chest: The Captain's Chest (Halls of Reflection, after the Lich King encounter)

A very nice rogue set, looks like actual protective leather armor. I'm not too fond of the giant clunky matched gloves though, alternate options: Gloves of the Argent Fanatic Wastewalker Gloves
The TOC leather also has acceptably matching boots: Treads of Dismal Fortune

For helm, I think Opportunist's Leather Helm works well, or various Wrath PVP helmets.

Another option for the belt is Jorach's Crocolisk Skin Belt, it's not designed for this set so it's very slightly off-color. The upside is that it looks like it's built into the armor rather than being slapped on top, the markings on the belt line up perfectly with those on the chestpiece (less so on the legs, but that's harder to notice on most models). And it costs JP instead of beating on the loot randomizer.

This set uses the dark brown with red markings (officially "Red") variant of the "Dungeon C2 Leather" artwork. It forms five pieces of an eight-piece set of that artwork.

Sadly the headpiece, bracers and feet are unavailable. If they existed they'd resemble Frayed Scoundrel's Cap, Chewed Leather Wristguards and Blighted Leather Footpads (which are from Choking Winter's Garb), but in the dark brown with red markings of this set.

There are three other colours of this artwork in the database, but only two are available in any significant amount of pieces:

Red with black markings (officially "Black"): Choking Winter's Garb
Green: Choking Winter's Garb (Recolor) (shoulders, belt, legs and feet missing). This version uses a robe which tends to hide the fact there's no matching leggings or boots.
The final colour, tan with blue markings (officially "Blue") is only available on a single chestpiece: Chestguard of Broken Branches

Boots of the Neverending Path provides a nice "plate-like" look with matching dark colors.

To get exalted with the Argent Crusade, farm up some JP and buy a bunch of Argent Crusade Commendation Badge. Doesn't take much.
