I'm confused. Teldrassil wasn't grown until after Nordrassil was almost destroyed.

Apparently this night elf is 10 years old or less, but looks like an adult.

Are they quick to mature or something? And then just never die of old age? So they're not adults for an extremely small number of years...

Not that confusing, you're just trying to figure it out from bad lore in this quest.
What limited lore there is on the subject says that Night Elves reach adulthood at about 110 years old. The most sensical interpretation of this is that Kaldorei children mature at about 1/5 or 1/6 the rate of humans (though this may not be a completely linear relationship).

This quest, along with The Secret to Perfect Kimchi, one of the Darnassus cooking dailys, seems to be written under the erroneous belief that Darnassus and Nordrassil are much older than lore states them to be. There is conflicting information on the time span between the Third War and the Shattering (I'm of the 10-year school of thought, personally), but none of the possible time spans allow for Teldrassil to be more than a decade old at the very most. While the wording in both of these quests is vague, and workable explanations based on interpretations and contextual elements are at least conceivable, the false assumption of an old Teldrassil on the part of the quest writer is fairly obvious.

Astaia and Aquinne may well have lived in Dolanaar together; however, both women have resided in Darnassus since vanilla WoW (at least according to Wowhead's database). This limits their possible period of residency in Dolanaar to just a few years or less; not a span that would be considered a significant portion of “growing up" to a race that takes over a century to do so.

Just another example of the quest writers not knowing the lore.

To be fair, these are two very minor quests that were likely thrown together at the last minute when a quest writer found a misplaced post-it note, or maybe tossed to the new intern;

"Hey, we need five latte's and a couple lines typed up for the new dailys. Don't spend too much time, it needs to be sent over by noon for the test patch.

Coffee first."

[Have you met Sister Aquinne? She and I grew up together in Dolanaar, and she recently came to the city to study at the Temple of the Moon. We decided to go for a boat ride, but the clumsy oarsman managed to capsize the craft!

When we got back to the shore, Aquinne's moon pendant was missing. The lakes in Darnassus are full of giant catfish who will gobble up anything shiny!

I've been catching them nonstop, hoping to find the one with her pendant. I don't suppose you want to help?]
