It refers to the persistent and profound inability of the various inhabitants of the region to get along, and the resultant frequent breakdowns in negotiating lasting peace.

So i dont know if this happens in every case but Asaq didnt show up for me until after you completed the quest Take it to 'Em!. He then appears next to mack who gives you the Take it to 'Em! quest.

you know, there is a feature on Wowhead ( TOOLS > Maps ) where you can bring up a zone map, and move your mouse around to see where coordinates relate to on a map.

You can even click the map, and save the resulting URL for later...

Seems to me that you have to speak to these guys in a specific order; first Asaris, then Teneth, then Asaq. That's what worked for me anyway.

Does anyone else find it odd that after rewarding you and thanking you for rescuing his brother -- noting that you're an outsider -- he simply orders you to go scout for him?

Personally I think this is a bit of a slip by Blizzard, since I bet a more authentic request would be... well, more of a request :p I read the text and was left feeling more like "Why should I?" He almost comes off as though he's blaming us for taking action, even.

I can confirm that for sure after doing THIS quest the portal in SW to Uldum is open.

I did NOT do any quests offered by these 3 NPCs when I spoke with them.

I simply took this quest after the escape one, then flew and spoke to all 3. I happen to go north, west, east but I seriously doubt order matters.

So from the time of accepting the Escape quest to the portal being open was maybe 90s. . .

Asaq is SE in the city of Mor'at near Mack. Pick up the quest while there
Asaris is a little NW out of the city at the Seal of the Sun King. Pick up
the quests there as well. Finally, Nomarch Teneth is at the Tahret Grounds
SE of the city and has a blue quest mark.
