Remember, you have to talk to the tank command who is standing on top of the tank in order to start defending it.

look for the commander that has a talk icon standing on the siege weapon...there are several ones that dont have the talk icon

The commanders are perched on top of the siege engines.

This is somewhat bugged on our server. Players are unable to speak to some (or the majority) of the Siege Tank Commanders, but in general if you fly around trying different Commanders you'll eventually find one you can talk to. It took me about half a dozen before I found one I could talk to.
