Having never led the group into this dungeon, or was ported in by a 'lock, I also had this question until I was 'old enough' to solo the dungeon. Your question can be taken two ways, though. Here is the correct way to enter UBRS:

There is one portal instance that will get you into BRS, but one path is to Lower and one to Upper (even though both instances are actually connected inside). The Upper entrance is located up the chain halfway down the walkway around the volcano. The same chain also taken down, will lead to the Blackrock Depths (BRD) and the Armory (entry to both coords 47.17, 68.84). If you are at the southeastern walkway gate (coords 47.63, 69.20), this gate leads to Blackrock Caverns instance portal and is incorrect for BRS.

IF WALKING/UNABLE TO FLY: There is a small rock near where the chain meets the walkway that enables you to get on top. If you are facing UP the chain, you want to be on the left side of the dividing links (if facing DOWN the chain, you want to be on the right side). Walk UP the chain until you can jump off onto a ledge, walk behind where the chain is anchored (there is a 'hidden path' there. Follow the path and jump onto the balcony there (coords 47.58, 68.92). Immediately into this balcony is the instance portal.

IF FLIGHT-CAPABLE (military Boot Camp reference): Simply find the balcony above the eastern walkway and fly into the hall (even into the instance).

If your question was how to enter the hidden area that General Drakkisath is in: Once you enter the Hall of Blackhand, there is a bridge above and a hallway below. Fight/pass your way up the ramp, and go left on the bridge. Enter the large room with many sub-rooms. Each sub-room has 3-4 mobs and a glowing symbol on the floor. This room is named Dragonspire Hall. You MUST kill everything in each of the sub-rooms in order to unlock the sealed/unclickable door at the top-left of the stairs. Each sub-room is a glyph lock that will fade once each group is killed. Once you go through the door, basically any path you take (unless you foolishly fall down a landing) will guide you to the Blackrock Stadium through the Rookery (where you can get your Leeroy Jenkins achievement/title from running through the eggs). In the Stadium you'll be forced to fight several increasing waves of 4-9 mobs, who blindly run in circles until they find someone to agro (but you have to kill them to move forward). Once the Stadium is done and you kill Warchief Rend Blackhand, exit through the south gate, kill the guards and go east. Follow the routes to go up to the General. Enjoy! (Oh, and if you really want completion, before entering BRS, go right of the instance, then left and kill the Scarshield Quartermaster to gain the Orb quest. I followed bfmchaindog directions exactly and they were perfect. When you enter the rookery, you really only need to go straight thru to the ramp entrance which doubles you back and up.

[Nefarian makes his domain further up the mountain in Blackwing Lair. Though there is a way in through the Upper Spire, we may bring a far larger force if we use the teleportation orb close by. However, we cannot teleport until we brand ourselves with a different orb.

Drakkisath, General of Nefarian's armies, personally guards this second orb. Eliminate him and secure his orb for our use. You will find him in the Spire Throne within the Upper Spire.]
