While the map indicates that the turn-in is at the front of the instance, when we defeated Baron he was in fact at Slaughter Square. Might be worth checking there before doing the usual leave dungeon teleport.

Could be a bug though, as there were a bunch of quest NPCs there with quests to kill bosses we had already downed.

You won't have to worry about trapped crates while you're on this quest. If a crate is good, it will sparkle.

I found him at 67.89 82.67 just before the service entrance into Elder's Square. The map showed him as being in the building in Elder's Square, but he was in fact where I indicated.

Anyone know whether you can use the holy water and still get credit for the quest?

[As the Scourge swept through Stratholme like a plague, the Knights of the Silver Hand manufactured holy water to use against the invaders. They stored it inside small crates along with other vital supplies, and distributed them throughout the city. Unfortunately, the citizens turned into Scourge reinforcements before the supplies could ever be used!

These supply crates will prove extremely useful to our efforts. Bring me a vial of Stratholme Holy Water, we need to have it replicated in mass quantities.]
