There is currently a bug on patch 4.03a live that can prevent handing this quest in as described on the text.

If you start the quest after Forsaken Commander Onslaught has been killed, then you won't be able to hand it in at the Forsaken Forward Command in Gilneas.

You can however take it back to High Warlord Cromush in Silverpine and hand it in to him there. That is how i managed to get it completed at a later phase of the story.

After completing the quests at Sepulcher, you will get Al Comando Avanzato dei Reietti and Lady Sylvanas will take you to Gilneas.

Then, you can get this quest item Seconda Testa di Korok when you are on https://www.wowhead.com/cata/quest=27342.

ive finished all quests in silverpine and tarren mill and cant turn the head in anywere, anybody know what to do ?

I have completed all the Silverpine Forest quests accept the breadcrumb Warchief's Command: Silverpine Forest! but although I could not hand the head to dearly departed Forward Commander Onslaught, I was able to give it to High Warlord Cromush, who is patiently waiting outside the gates with Lady Sylvanas Windrunner. I must say I have taken on this quest long after the other Silverpine quests and it may be that you have to let some dust settle before you are able do the hand in.

Finished all Quests in Silverpine exept this one, Warlord Cromush is not at the graymane wall, forsaken front, or high command when you are that far ahead.

This quest was still bugged as of Tuesday 27 March 2012, the problem being if you have done too many quests in Silverpine Forest. Here are some of the workarounds that I tried out but failed:
1) Tried to turn in the quest to Cromush in Tarren Mill. He was not receptive.
2) Tried to turn in the quest to Cromush in Shadowfang Keep, both on normal and heroic. He was not receptive.
3) Tried to accompany someone who was working on the last quests in Silverpine. This does not work because of phasing issues; in particular, even on the escort type quest to the Greymane Wall, phasing persists.
As I noted in an earlier post, the GM who I talked to believed that it was impossible to turn in the quest, but I thought that option 3 at least was worth a try.
I guess we will just have to wait until Blizzard fixes the bug.

As of 22 April 2012 I was able to turn this into Cromush at The Forsaken Front.

(fwiw I hadn't done ALL of Silverpine (and hadn't started Hillsbrad) at that point, but Onslaught was dead in Gilneas. I saw the "?" fr Cromush on my way to do the Pyrewood quests.)
