I was able to find the decryption devices, but where do you turn this in? I see the "?" on my map, but not on the ground. So where do I turn this in?

I need help. Have the plans and can get to the one time decryption boxes but then when I run them nothing is decrypted.

Is it just me or do these guys hit like tanks? I had a little trouble with the crushers especially; they could tear down my PW:S in less than 5 swings.

The "One-Time Decryption Engines" are a reference to one-time pads, a method of encryption.
