Use the whip to whip any of the creatures in the cave. They will turn into to Kobolds.

I can't recall which ones will actually submit but there are plenty in this cave.

eventually they will join you, even if they refused the first time.

Cave entrance is 62.43 89.76. Up the path into the mountains. The path starts from the main road at 67.19 84.22, by a road sign. The map makes it look like the cave entrance is in the Ravine. It is not. The Kobolds will tank for you but they die quick. It does not affect the quest. Fast re-spawn of the mobs. Do with "Da Voodoo: Resonite Crystal", also in the cave.

Subjugator Devo doesn't have the Devo hat. Would've made this quest more awesome if he did.

Isn't anyone else concerned that the only solution anyone could come up with was making Kobold "vermin" into slaves, and using them as cannon fodder? I thought The Horde were supposed to be the good guys.

At first it might seem as if the whip is ineffective.
But you can whip multiple times, the CD on the whip is short.
So keep whipping until subjugated.

The whip also does a small amount of damage. It may be that the kobolds need to lose some health for subjugation to work.
This is possibly important for high level characters doing this quest who might one-shot the kobolds too easily.

My last 2 kobolds went much quicker, each taking only 1 strike of the whip.
It's as if the already subjugated kobolds applied a bit of "peer pressure".

Be aware that the kobolds you've already subjugated behave like pets on aggressive mode.
They'll readily attack other kobolds nearby.
It won't be too much hassle, because the "army" is decently powered against the "free" kobolds.
But you will need to pay attention for a little while until done with the quest.

[It would appear as if we are running out of big, stupid orcs to send at the enemy. This is a problem. Thankfully, I may have a solution.

Take this whip and head west to Boulderslide Cavern. Within the cave you will find a filthy nest of kobolds. Use my whip to subdue the beasts. Once subdued they will do whatever we ask them to do.

Return to me when you have amassed a sizable army of kobolds.]
