This quest is currently very brutal regarding just how few mobs spawn. I strongly suggest grouping up with as many people in the area as possible, as freeing the prisoners counts for all group members.

OK, don't be a nub like me and go up to mountain, there is a cave you go into, i spent hours looking for the guys, they were in cave

Just behind the Livery Outpost (on the North side) is what looks like a railroad track, actually the track for mining carts. You can follow that straight to the mine cave. Near and inside the mine, kill the mobs for their keys, then right-click on the ball-and-chain attached to the prisoners to free them. You need a key for each prisoner you free.

After getting the quest from Lorna Crowley, walk toward the shack. Follow the tracks to the right all the way to the mine. If you're also doing Slaves to No One, the tracks lead to that boss.
