They do despawn, just tried and as I ran up to them, someone else did first and got the quest. It seemed as though that getting the quest from the commoner despawns it.

I have received this quest from the quest giver that's np. The problem for me is my questhelper keeps sending me to the inn in Brill and there's no ? Npc there nor is there anyone there who holds the title spring gatherer. So !@#$ this quest and &*!@ you too.

For some reason the quest givers are still around in Dalaran as of today, despite Noblegarden finishing at the weekend. You cannot get any achievements or any of the meta ones done now and this quest is basically useless till next year.

I've been everywhere in Orgrimmar and I cannot find this quest giver. I don't believe there is a Spring Gatherer in the cities this year.

I didn't have to pick up this one to get The Great Egg Hunt, I just got it directly from a "Spring Gatherer" in Brill.
Same probably goes for the other towns where you can find eggs. Just look for a blue "!" on your minimap.

I picked this up near the FP in Shattrath. He spawns at different times.

If you're looking for something to do, I hear there are mages in the settlements near capital cities - Razor Hill, Brill, Bloodhoof Village, and Falconwing Square - who have been recruiting egg hunters for help with some research they're doing. I'm not sure of the particulars, but I'm sure they'd tell you.
