what's the prereq for this quest? I'm 72 and can't pick it up.

You can not have this quest and Your Presence is Required at Stars' Rest in your quest log at the same time, apparently. Couldn't pick it up until I dropped "Your Presence."

You also can't get this quest if you've already accepted the follow up quest Rifle the Bodies from Star's Rest. But, if you drop Rifle the Bodies, then you can get these quests just fine.

Is there something i need to do before Vas the Unsatable will give me a quest? he just says greetings warlock.

It is also unlikely that you can get the follow up to this quest (To Stars' Rest!) if you have Your Presence is Required in your quest log.

Another force threatens to destroy all that we have worked for, <name>. You must head westward to Stars' Rest. Archmage Modera has sensed a great disturbance in the magical ley lines of our world that must be dealt with immediately!

Go now, <name>! Speak to Rodney Wells at the gryphon station here in Wintergarde and let him know the nature of your mission. He will place you on his fastest gryphon to deliver you to Stars' Rest. Speak with Archmage Modera when you arrive.
