In order for Goramosh to drop this item, you need to be on, or have done the quest 'Rifle the Bodies'.

Also worth doing End Arcanimus while doing this, since you kill Arcanimus in the same area that you can use the device.

The device drops during Prevent the Accord (H) or Prevent the Accord (A), which is the follow up quest to Rifle the Bodies (H) or Rifle the Bodies (A)

Don't know if I did "Rifle in the bodies" or "Prevent the Accord" quests but I'm pretty sure I did and yeah, I never realized you could only get this device during those times.

Once again Blizzard, another complete fail of epic proportions. Guess I'll never get that Lightblade Rivener dagger like I always wanted..........thanks. *applauds*
