When you finish this quest, Apothecary Ravien comes and give his report to Lysander :

Apothecary Ravien says: Reports from the test on the enemy fleet have come in, sir!
Apothecary Lysander says: Excellent. What's the lowdown? Do we have a bodycount?
Apothecary Ravien says: Well... the good news is we forced the reinforcements to turn back.
Apothecary Lysander says: Well, spit it out! What's the bad news?
Apothecary Ravien says: The plague was not quite... fatal. However, reports of harmful effects include nausea, loss of equilibrium and severe stomach pain.
Apothecary Lysander says: Severe stomach pain?
Apothecary Lysander yells: SEVERE STOMACH PAIN?
Apothecary Lysander says: We are the Royal Apothecary Society! Inducing belly aches is not part of our job description!
Apothecary Lysander says: Am I surrounded by amateurs? I want a full analysis of the new strain by tomorrow morning! Get on it, Ravien!

Then, the apothecary Lysander ask us to go to New Agamand.

You don't have to get them all on one run. I only got nine on my first try while attempting to figure out what was going on, but upon returning to the bat handler, just went out again, got the remaining seven on the second run, and completed the quest.

Look in your inventory for Plague Vials. This is used to drop the bombs.

Don't make the same mistake I did by swimming (or in my case slowfalling) out there and doing the quest. It's possible from the water (you have to throw the vials upward and hit the mast to make the stuff rain on their heads), but then it takes ages getting back.

Drop the bombs in a hotkey, so you can keep your bag closed, managed to do mine in a single flight. LOVE bombing quest ^.^

This quest took me forever it would never register as a kill my guess is cause I was in group because once I left, I went and got 4 the first try, it was very annoying.

easyer for a DK to do it going on the mount whit Path of Frost and shooting from down to the ship so you will do without loose Hp, they can't attak you ;)

It's a bombing run quest, so you're supposed to get a bat from the Bat Handler, which will fly you over the ships. This way, they can't touch you.

Also, once you've infected a crew member, you can't infect them again, meaning you ought to make sure you target a different ship every time you throw a vial.

I was stupid on this quest. You have to talk to the right bat handler people. I didn't read carefully enough and couldn't figure out why Bat Handler Adeline wouldn't help me out here. Yeah. Hope that helps someone.

Just wondering, has anyone that doesn't use addons, tried this quest?

After reporting the quest to Blizz, I just got the bog standard "disable all addons, use the repair tool" reply. The few times i've had that response before, its been for minor things, that addons most likely aren't affected.

I noticed that this is the 3rd quest in Howling Fjord which is bugged !
The following quests are bugged:

I reported Test at Sea, the GM knew this already and he completet the quest for me.
The GM's didnt know that Sorlof's Booty was bugged
Also the GM's didnt know that The Slumbering King, was bugged

This is a BIG fail by Blizzard. 3 quest bugged in Howling Fjord !

Ok this quest can be completed. Difficultly yes, you need to have flying. Step-by-Step:

1. Find a friend who can tank 10 of the level 68-69 mobs on the boat.
2. Pick up the quest.
3. Fly out to the "sea reavers run" its just north of the argent tournament.
4. Right click and arm the vial.
5. DO NOT RIGHT CLICK again, you will unarm the vial.
6. Fly carefully all the way to the place where the quest must be done.
7. Be sure that you friend is in your group, have then drop down and aggro everything on the boat.
8. Drop bomb.
9. Repeat as necessary.
10. Turn in!
11. ?
12. Profit!

As of Patch 3.3.2, this quest is fully functional. The quest item now needs to be used in the Frozen Sea.

As of today patch 3.3.2 this quest has been fixed. It no longer req's The Sea Reaver's Run. Blizzard changed it to the frozen sea.

A friend was able to do another quest that was also bugged recently and advised me of it knowing I had a few toons who missed this. it has however been fixed and I been able to complete it =D ...

Tried to do this quest a few weeks ago, and couldn't because it was bugged. Couldn't use the item because it said I wasn't in the right location.

As others have said, patch 3.3.2 seems to have fixed the issue. I was able to do the quest just now.

However, I did notice another bug that makes the pirates appear as if they're dead. I flew around each ship, nothing but dead pirate bodies. So I decided to lob a bomb anyway, and got credit.

Completed it without problems on 19/02/2010 after being frozen for 1 month.
Guess they've fixed it with 3.3.2

I have a level 80 who gave me tome of cold weather flying so on my level 70 lock i was able to fly to a ship using my own flying mount, use the bomb it stuns (makes them play dead) all the npc's.
BUT you can still kill them, they just don't fight back whilst they have the 10-12 sec debuff from the plague.

1.5k exp each took about 7 secs per kill and much more fun and personal than throwing from a bat.

A while ago this quest was bugged and didn't allow you to throw vials, but it's since been fixed. Just in case you've been avoiding it as I have for a long time, you don't have to.

This quest is still broken at 7:20 PM EST on 12/30/2009.

I speak to Camille the Bat-Handler to ride a bat out to the alliance ships where I am supposed to drop the bombs.

However, when I try to use the bombs I get the message "Need to be on Sea Reaver's Run"

I am unable to finish the quest.

I brought this up whilst chatting to a GM about another bugged quest, they simply completed this stage for me. I suggest trying that. This quest is the start of a feeder into New Agamand, so it's a good idea to complete it.

Somehow, I killed all 16 in two drops. 9 in first and 7 in second. This was either easy or I was lucky.

Ok, this quest is still completable, it's just a huge pain to do it. First, you need to go get your cold weather flying, and a nice flying mount if you don't already have one. Then, fly all the way up to the Sea Reaver's Run in Icecrown. You can now use the vials. Then all you have to do is fly from Icecrown all the way back to the Howling Fjord to drop the vials on the ship. Repeat a few times until you get all the reservists you need.

I good tip to get the most reservists with one vial is to land on one of the ships, then aggro every single one of them, pulling them all to the same area, and throwing the plague vials at your feet.

This is broken and undoable as of December 18, 2009. A daily bombing mission on the Isle of Quel'Danas is also broke, so I assume the newest patch had some negative effects on bombing missions.

I found Sea Reaver's run - its between the islands in the North East near the Argent Tournament grounds and the mainland. I tried the vial on the ships there and it worked ... but then when I got back to Howling Fjord and tried on the ships for the quest I'm still getting the same message "need to be in sea reaver's run" - bah! I've raised a ticket so I hope the GM can just complete the quest now.

Speak to Bat Handler Camille and take a riding bat to intercept the Alliance reinforcements. Once above their fleet, use the Plague Vials to infect 16 North Fleet reservists.

We've just received word of reinforcements coming to the aid of the Alliance forces. Their timing couldn't be better!

We're in sore need of test subjects and these North Fleet reservists will do nicely!

Take these plague vials with you and speak to Camille, the Bat Handler. Tell her you need to commandeer a riding bat for a special assignment for us.

Once you're at sea, drop the vials on the reinforcement fleet. I can't wait to see the results!
