Currently this glyph removes the 5% damage debuff given by Death Wish. In PvP situations, this is invaluable -- DW lasts for 30 seconds, which is a huge window for your opponents to throw as many attacks at you as possible. That makes this a great totem for survivability. In PvE situations, it's less important.

In 5.0, this glyph will now be "Glyph of Recklessness" as opposed to "Glyph of Death wish". The effect is that the damage increase from recklessness is no more. Similar in theme to the Death wish glyph.

This glyph will make Recklessness a better CD for tanks in MoP. I'm looking forward to playing with this on the beta.

In Mists of Pandaria this glyph has changed.

OLD: Glyph of Death Wish - Death Wish no longer increases damage taken.
NEW: Glyph of Recklessness - Decreases the critical chance of Recklessness by 20% but increases its duration by 50%.

This is an unusual glyph.
Unglyphed, it offers 30% crit for 12 seconds every 180 seconds or 2% crit on average.
Glyphed, it offers 18% crit for 18 seconds every 180 seconds or 1.8% crit on average.

The glyph reduces both the burst (on average) and the sustained dps of Recklessness. The only way I can see this glyph being an effective gain is if you have a very high crit chance, and the extra crit would be wasted, or it improves the uptime on Enrage.
