The +580 SPR you get from having a 5 stack of the buff from this trinket is worth about 520 MP5 (that's with ~5700 INT). Using the trinket on CD will yield more mana than keeping the stack since you only get about 3100 mana over 30 seconds as opposed to the 7260 given from the use (Currently the stack is not consumed so the "on use" yields even more than keeping the stack than what the tooltip reads like).
