Had to kill 20-30 Patrollers above and beyond the related quest requirement before this dropped. It's definitely possible to NOT get this incidentally to doing quests that have you kill these mobs.

After killing 46 Azsh'ir Infantry I finally got this. This better be worth some damn good XP or a blue or something.

Worst quest ever for me....believe it or not but I had to kill more then 130 naga to get this....finally dropped of an patroller on the sandy floor. The reward is not even worth 20 kills...pfffffffffffffffffff.

I picked up the item from an Azsh'ir Patroller and my wife who i was partied with proceeded to kill about 40 more patrollers trying to get this. After no luck for 20 minutes, as a shot in the dark i tried to share it, and it worked. She acquired the item and quest when i shared it with her.

For the amount of xp the quest gives, I would not spend the 15 min trying to find it again. I must have killed close to 80 mobs looking for this thing.

Wow, I've been leveling all my characters now in Vash'Ir and this is the first time that I come accros this item.
So far I've leveled 5 characters there.

Yes.. it still takes about 20 - 30 kills to get this to drop...

Followed some suggestions and made a dent in the naga swarm at the very south of the Ruins of Vashj'ir...took about 15 kills, but I only actually killed about six . The rest were collateral because I had trouble judging distance in the open water. If you have a pet, you should probably keep it on passive, since there are naga priestesses in clumps that empower nearby guys. My pet kept interpreting that as an attack and ran off to maul faces every chance it got. Not fun. Otherwise, all went as expected. Show those naga who's boss! =D

After wasting loads of time swimming around looking for the patrollers, I noticed that the Infantry can drop this too. I went to the south end of the ruins and there are tons of infantry together. The etching dropped off the third one.

Zoned into Vashj'ir to go after this item. After a little bit of looking around, I spotted an Azsh Patroller. Looted this on my first kill.

Drop rate must be better. On two toons, I got it on the first Azsh'ir Patroller at coordinates 42,54

As of 4/29/2012 this quest is not bugged. It took me around 30 kills to receive the etching from Aza'shir Infrantry.

The best thing to do is if you can is kill the mobs around the following coordinates: 30,84.

There is an absolutely huge amount of mobs around here, and it's where exactly the mob that dropped it for me was located.

Not sure if I got lucky, but it wasn't too bad for me as a Protection Paladin since I could multi-pull about 4-5 at a time.
