Don't worry about not "taking the candle";
Go after Captain Grayson's Torch in Westfall later....TAKE THE BASHER!
I have carried this as a Rogue (Human for the mace specialization) past level 20. It is an excellent twinking weapon, and it augments anything in your main hand, and it's good looking. I've bought or looted maces and blades with 4 to 8 better DPS that did not augment the abilities of my main hand as well as this little beauty. The Critical Strike is boosted quite a bit with this as the secondary and a blade or axe in your main hand, (from my experience) even more than having 2 maces. I carried this though all the quests in Westfall, Teldassil, Azuremyst Isle. I was almost to the end of the quests on Bloodmyst Isle before I finally picked up a mace that out performed the off-hand Kobold Basher!

If your a level 10 Human "dual wielder" (I prefer Rogue), get your butt to Westfall and do the quest "I TAKE candle", (it's one of the earliest quests in Westfall, just see Horatio Laine to get started on this quest line). Also, if your a Starter Edition (Rogue) player and capped at lvl 20, this is one of the best off-handed weapons you can get.

If you follow this quest line through it's entirety, and you want an EXCELLENT main-hand axe, stick around Sentinel Hill after Vanessa VanCleef shows up and start kill-looting Defias Henchman until you get the Deadmines Cleaver; I'm still carrying this!
