Facts:

Use on target enemy players to coat them in water soluble paint.
Enemy player is then colored green (other colors?) for up to 15 minutes.
(De)buff can be removed when submerged in water (speculative).
You receive a stack of 50 bombs when you redeem the code. Can stack up to 250.
Is a super-common loot card.
Useable at any level and therefore available for twinks.

How much would I expect to pay for one off eBay or similar?
According to http://www.wowtcgloot.com/paint_bomb.htm (most information sourced from there), the Icecrown expansion released on the 14th of September 2010 and the set loots are Wooly White Rhino, Ethereal Portal, and Paint Bomb. Current price is around $5 to $8 USD.

Picked this item up today. It functions like this:

-Usable item with a 1s cast or so, ~20 yard range. 50 per code turnin and consumable.
-Debuffs a player for 15 minutes. The debuff can only be removed by water, and I'm guessing death (have not been able to test this one yet).
-The debuff changes players to a green color similar to the disgusting oozeling. It only comes in the green color.
-Throws a little bottle at the player and has an appropriate sound effect on impact (bottle breaking).
-Can only be used on opposite faction players, and only while the players are PvP flagged. This cannot be used on opposite faction players in Dalaran.
-It is removed when a character swims in water. The debuff vanishes without any trace.
-Can be used in duels, but the debuff is removed when the duel finishes.
-You cannot use this while mounted or moving. The cast is affected by haste.

In addition to Eloderung's facts,

Causes green drops to drip from the victim’s hands. These are virtually unnoticeable unless spell particle settings are on high/ultra.
Places you in combat when thrown.
Does not add green tint to the victim’s screen/ui

The paint bomb is by far the worse loot ever introduced. I didn’t think it was possible, but they managed to create a loot item even more useless and insignificant than the "don’t blink or you’ll miss it" Party G.R.E.N.A.D.E..

I am extremely disappointed especially considering this followed the greatness of Landro’s Gift Box. Unless Blizzard makes some changes to this item, I suspect it will fall to under a dollar within the month.

Ways to Improve

Substantially increase the tint (ie Animal Blood) and spell effects on the victim.
Remove the PvP flag and opposing faction requirements.
Add a green tint to the victim’s screen/ui so they know they were hit.
Add a green pool when washed off in water (ie Spawn Blood Pool)
Remove the cast time

Just add it to Griftah’s vendor list

I'm a bit disappointed. I love most of the toys from the loot cards but this is just bleh. Between the opposite faction and pvp flag requirements, I'm sorry to have wasted the money on the booster pack.
