After testing it out for a good 10 minutes, it did not seem to proc even once for me. Buy this if you want, but please understand that it is at such a low cost on the Ah because it has such a low chance to work. Use if you want, otherwise, not worth money. Hopefully they will up its chance by a little bit in future patches.

Very convenient in Cataclysm areas. I almost forget that elementals aren't just melee fighters now that I dual wield with this enchant.

How much damage does this do exactly? I'm curious if it is enough to be used on certain bosses.

Bought this for 104g from AH for that non-heroic 2h Axe from the cache in Throne of The Tides (because so far, it's better than all Cata quest rewards) and in Cata questing zones, there's a lot of elementals. It's also a nice looking enchant for that dull look of the axe.

Hits for around 980-1300 damage un-buffed on my level 85 Paladin against level 85 mobs. It also CAN crit, though I'm guessing it goes by spell crit as I've only seen it crit once, for about 2400 damage.

It doesn't scale with Vengeance. I've had it hit for ~980 with full (13k Vengeance) and 1300 with none. Nor does it scale with damage increasing buffs such as Avenging Wrath.
