Unfortunately, level 1 Twinks won't be able to enjoy this item, as the quest item requires 1 skill level in Inscription.
To get 1 level in Inscription, you need to be level 5.
19 twink, on the other hand, will be able to get this item, and on the bright side you don't need to stay Inscription to keep the pendant. This will be a common sight in WSG and possibly in AB, as it is much easier to get than Scout's/Sentinel's Medallion.

This item is now BoP. Got a deck and tried to trade put in on AH only to find its not BoE as shown in the description. =(

Word to the wise for those who thought they might try to get this and sell it.

Bind on Pickup, minimum required level of 30 to do the deck quest AND equip the item.

Warning- It is counted as a conjured item so you cannot mail it, but you can Auction it.

I'm getting a "You cannot mail conjured items" message when I try to mail this item. I also could not buy it from myself via an alt... anyone else having luck in a recent build?

As they have nerfed dodge from AGI for warriors and palas, this is now worth( rather )less for those.
Add a variant with STR, please - just to keep it straight.
