Do not buy this recipe, the droprate on shoveltusk flank is below 10% and you will spend well over two hours trying to get enough to even get 10 cooking levels out of it. Buy https://www.wowhead.com/cata/item=43024 (Firecracker Salmon) instead if you want a spell damage food.

shoveltusk flank droprate has been fixed. it was over 50% chance for me

the droprate it certainly higher than 10%

also, even at level 73 or so i was aoe grinding like 5-6 shoveltusk at a time
anyone with any aoe can kill hundreds of them in 20 mins or so

You don't even need to have very good AoEs; I can easily farm the Flanks with my Balance Druid using only Typhoon, Barkskin, and a single Hurricane.
