Random world drop, boe design. Best bet is to watch the auction house, where it is likely to be quite pricey, or hope for a helpful guildie.

For something like this, you can't even expect it from a guildie, 500-700g is a hefty chunk of change for someone to just throw away. Best bet is to find someone misinformed if you're looking for one for cheap.

This is a pretty rare design as well, I've only ever seen it this one time it dropped for me. It's world drop so it can be off a random mob, or from a raid, for me, I got it off a trash pull in Heroic Halls of Lightning.

This just dropped for me farming mammoth/jormungar in the valley outside the hodir area in storm peaks. Not sure which beast it came off of, since all the corpses were in a huge pile.
