This is actually intended. We want there to be more trickle down items from raids and part of that decision was to give each boss one item that is BoE. It helps add excitement to raids and well as provide raiding guilds another way to help pay for the cost of raiding.

One big advantage of this ring is simply that it has Expertise on it, which is a lot harder to find on gear but much more valuable to tanks than Hit, which you find everywhere.
On the other hand, Parry still isn't as valuable as Dodge, even with diminishing returns, but it's likewise much less commonly itemized, so you may be glad to have it.

Simply amazing ring for a DK tank (I'm sure it's great for warriors/pallies too). It's BoE status kinda sucks because if it drops in a pug you might be grouped with some jerks who think it's more fair to greed roll it to sell. But hey, maybe I'll get lucky and find one on the AH for less than 1,000g...

well im lvl 71 pally on cenarius guys and i gotta say that item brought me happiness today. i seen someone sellin so i pst him for price and got it for 1.6k so them immediately put in auc for resell and scored a smooth 3.3k in 2hrs so made 1.7k for bout 1min of work lol. woot

Prices vary per server-- After ulduar out, this ring on my server doesn't go more more than 1k gold. Although not a useful comment to the ring itself, stating prices of BoE items can help those who are trying to find a price to AH them.
