I would think this is the best ingame neck for a resto shaman.

The large part the crit plays in our procs and mana regen (as per the LHW healing style)

This is the only neck item that holds both attributes, that healthy chunk of SP and Int seals the deal.

Outstanding neck piece out of Naxx 25 - the only concern is that most casters are hit-starved, making it a tough choice between this neck and https://www.wowhead.com/cata/item=39472#comments.

I wouldn't compare it to that neck piece, I would instead compare it to Wyrmrest Necklace of Power. With a +19 Spell Power gem it's pseudo-damage numbers skyrocket to just under the numbers for this necklace. The only difference is that the other neck has hit, making it a much better choice. Unfortunately, you must do this quest.

This is actually one of the best healing necks currently in game. The lack of hit isn't an issue for healers.

Just picked this sucker up on my Paladin, loving the stats. Ditched https://www.wowhead.com/cata/item=40071 for it.

I love dropping mp/5 for some more crit, 'tis a good feeling indeed. :)

As far as Wyrmrest Necklace of Power being better than this neck, it's all a matter of gear choice. Most cloth dps items in the current raid instances are heavily itemized in hit and haste, there are very few items that have crit and haste, this item being one of them. If you can hit cap other places easy enough, this neck will net you more dps.

It's all a matter of playstyle and gear choice, and for people who are already hit capped who want to up their crit, this neck gives you a little more to work with. Either way, both necks are really good for casters and have their place in raiding.

Outside of the Malygos quest reward necklaces, this is probably the best necklace available in game for Holy Paladins.
