For a tank that spends the majority of his or her time in front of an enemy, this gem is, in my opinion, the best for red sockets and activating certain metagems such as the Austere Earthsiege Diamond until the dodge soft cap of 26 expertise (214 expertise rating) and just (about?) as good hit post-soft cap until the hard cap of 56 expertise (460 rating).

Pre-soft cap it reduces both the enemy's chance to dodge your attacks and the enemy's chance to parry them. I had raid bosses in consideration, for clarity, their chance to dodge is (generally) 6.5% and their parry chance is 14%.

When any creature parries, it increases its melee swings-per-minute by 40% for the next attack (It'll be 40% "faster"), thus expertise also works a mitigation stat, it's arguable if it causes more mitigation than strength though.

Edit: Forgetful as I am, I missed saying that this is from a protection warrior's perspective, since most are melee attacks as opposed to DKs and Protection Paladins diseases and spells respectively. Expertise isn't a bad threat stat, probably 2nd or 3rd, whereas hit is firmly in first place. Although, I remember something about strength being the best stat for Paladins, but I digress.
