Good god that is a slow throwing weapon... too bad about the tank stats, though, otherwise it'd be awesome for Deadly Throw. I assume.

Parry isn't so bad for combat rogues who farm and grind mobs.
Also, isn't the slow speed on the throwing weapon really good for rogues due to the high end max damage of the deadly throw?

The parry and the higher stamina leads me to believe this is designed for tanking, but the slow slow slow speed makes it terrible for pulls.

This is, of course, nice for tanking; but combat rogues, particularly ones that use https://www.wowhead.com/cata/spell=14251 may find this to be a nice ranged weapon, as any source of additional parry chance is rare for most rogue/leather itemization.

The ability has nothing to do with your ranged weapon slot or even a main/off hand weapon it works purely off attack power like https://www.wowhead.com/cata/spell=23881.

Good tanking weapon. 210 health, agi for some +dodge and armor value.
Not to mention parry, which is better than nothing.
