The gem, Lionseye (https://www.wowhead.com/cata/item=32229,) is attained by trash mobs in Black Temple.

Most calculations are based on holy paladin spec bonus.

Rule of thumb: Use these gems before using an intellect enchant (Major Intellect)

3xBrilliant Lionseye = 30 int.
Now take the equivalent of 3 gems in bonus heals (for the sake of argument, forget the color hence the "all gems int" comment):
3xTeardrop Crimson Spinel = 66 +heal

-> 30 int is worth +66 heals gem-wise
-> 30 int is worth +81 heals enchant-wise

==> waste your gem-wise int first?

If you do want some int but not everything int (holy pallies need bonus heals over int from at least something), use gems for Intellect and +81 Bonus Heal Enchant.

As a further note: on a +2200 bonus heal pally (very well geared, to show the maximum effect), 30 int gives 10.5 +heal / 0.37% sp crit / +450 mana / (some mp5 with patch 2.4?)
which I would estimate to be ~18.6 +heal / 480 mana (optimistic from maximum bonus from spec: 840*0.0037*.6*16_casts_before_OOM)
Mana-wise: If you really take this to the extreme, you can claim that over ~26 heals this gives you an extra heal, which means an extra 3.8% bonus -> +84 heal for 2200 bonus or +76 heal for 2000 bonus or +72 for 1900 bonus heals. As you can see, int can be worth getting after reaching 1900 bonus heals but ONLY if you plan on going out of mana. If you don't run oom without this, this calculation goes to ...0 extra heals

Over all adding in the 10.5 bonus heal from int spec, for a holy paladin:
If you have ~1900 bonus heals and plan to go out of mana every fight, this enchant would give you 1.6 more bonus heal point than major healing.
If you have ~ 2200 bonus heals (may be difficult without gems) then this enchant would give you +95 bonus heals if you run oom (well, every fight you run oom you can say it counts as +95 heal, if not it gives you +10.5!!).
But let's face it, if your'e a holy pally running out of mana, why don't you just pot and save the raid? :)
As a last calculation, I run oom about ~20% of fights when i'm not in a raid i'd spend gold on potions. these gems would give me ~30 bonus heals instead of 66. Personally I would sell these gems for potions before socketing them in for non-raid gear....

This was a lot of calculations, and lots of optimistic rounding. If you're comfortable with calculations and the logic behind it, feel free to check my math!
