Is it possible to convert these into justice points for heirlooms?

As of May 13th, 2011, no.

As of 4.0.6, there is a vendor next to the quartermasters in SW and Org.

There is no vendor who sells Justice Points for any number of Valor Points. The only way to buy Justice Points is to sell Honor Points to the <Honor Trade Goods> vendor (Rogoc for the Horde and Edlan Halsing for the Alliance), not Valor Points.

Larisse Pembraux is the Stormwind QM, and for the horde its Zulna.

You misunderstood Paddydude's question. Neither of those vendors sell Justice Points, nor do they offer their heirloom items for sale for Valor Points.

If you are not in a hurry to get your Justice Points, Blizzard has stated that when patch 4.2 goes live all Valor Points will be converted into Justice Points.

VP will now always be rewarded from normal t11 raids:

Due to some recent player feedback we’ve made the decision to implement a hotfix that will put Valor Points back on the bosses in Blackwing Descent, Bastion of Twilight, and Throne of the Four Winds (except Argoloth).

We agreed that players should have some additional options for earning Valor Points beyond Firelands, Zandalari dungeons, and tier 11 Heroic difficulty raids. We don’t want raiding guilds to feel like they have to raid Firelands AND the old raids every week, but we do want players to feel like they have some options besides running ZA/ZG over and over.

Bosses in these raids will award 35 VP on 10-player normal difficulty, and 45 VP on 25-player normal difficulty, to match the rewards currently offered for the Heroic versions of those encounters.

Since the next patch is about to hit, and I really have nothing more to spend my Valor Points, I wanted to buy some Honor Points mounts I haven't bought yet.

I turned all my Justice Points into Honor Points and bought one mount. Then I tuned 1500 Valor Points into Conquest Points, which is the maximum I could get this week.

Since the VP to CP conversion rate through vendors is 1:1, and JP to HP is 1.5:1, when the patch hits, CP will be converted 1:1 to HP, saving me 750 points by not converting from JP after the patch.

Just a little note for those who are not sure. This page is wrong on one thing...

YOU CANNOT CONVERT CONQUEST POINTS TO VALOR POINTS.

if your valor points are capped do you get justice points.

I think it's too easy to cap valor points. 1000 isnt much considering everything you can do to get them. The weekly cap for valor points should at least be equal to conquest points imo.

Some helpful MoP updates on Valor from Blizzard:

With Patch 5.0.4 on August 28

Valor points will be converted to Justice points, and Conquest points will be converted to Honor points.
Neither of the resultant currencies (Justice and Honor) will have an enforced hard-cap at this time.
Players will no longer be able to earn Valor or Conquest points (bosses will drop Justice, Arenas will be closed).
Items formerly purchasable for Valor/Conquest will be available for Justice/Honor.

With Mists of Pandaria on September 25

Valor can be earned again.
Characters can earn up to 1000 Valor per week, and carry a maximum of 3000 Valor.
Daily quests, random Scenarios, random Heroic dungeons, and all levels of raiding will reward Valor.
Valor will be used to purchase ilvl 489 gear in Mists of Pandaria.
The Klaxxi, Golden Lotus, Shado-Pan, and August Celestials factions will sell this gear.
Revered reputation with each faction will be required.

Still no word on what will happen to the JP cap in MoP, whether or not they'll be turned to gold, etc. Will update this when I find out!
