No, it is not. They are quest related, so they cannot be tamed. First, to tame, it has to be at least neutral or hostile. Second, You can't tame Dragonkin.

As you hand in this quest after John K. Keeshan yells to Mouton Flamestar that he'll keepsake the dragon whelps he answers with "As you wish. Just make sure they don't come to no harm" which I thought was quite funny since with a double negation like this, what he really implies is that he wants him to make sure that they come to harm.

I found all the whelplings near the foot of the mountain where you do Burning Vengeance.

This quest is bugged right now, there is no green whelp, but 2 red whelps. So without the green, u can not finish it.

There are no green in the first area you come to. Go to the next valley over and there are several. (In and around the cave)

Description

[The Blackrock orcs of the steppes serve a dark master - one who performs twisted experiments on living creatures to create his own menagerie of abominations. Many of his test subjects are as corrupted as their master, but others are completely innocent.

In the whelping downs to the south, they chain baby dragons to the ground, preparing them for such experiments. I will not stand for this. Break their fetters and return the hatchlings to me... to safety.]
