For those who can't find the right location from the above comment, face northeast from the location of the hidden explosives and fly straight out to the tower with the brazier in the center.

Coords are 40.63, 62.21

Just land on the top of the tower with the two dudes on it, set youre flare and jump of it. They will attack you but you can still set the flare.
Jump off and walk to the forrest. They won't follow you.

This quest says complete, but I can't turn in. There is no ? mark, when I click where it should be, it tells me "quest is not in database".

Can anyone enlighten me?

If you are using Carbonite and the quest says complete but you can't turn it in because there is no ? mark you must manually open the normal questlog function (Alt+L). Once you do that, find the quest in the log and turn it in to complete the quest.

I noticed that there seemed to be alot of npc's around the building but I managed to land on the roof without being attacked. Signalled and flew off
As mentioned before it is the building with two ogres on the roof facing opposite eachother
