These are hanging from the branches of the roof.

Due to the usual Multi-level appearence of the area, and of course your minimap not picking up this fact can be quite hard to figure what you are looking for.

Simply go to the bottom level of the ruins and look for anything dangling plantation from the roof of the structure, now, it helps to get up close and personal to the plants, as the "Bloated Kelp" very nicely merges into the plant, and on most occasions the "sparkles" merge in too.

The "Bloated Kelp" is almost Acorn shaped in apperence, and if as stated you are up close you should eventually see one. For the most part they do seem to spawn at the bottom of the plants, but did find some half way up (wich were well camoflaged) and one at the very top.

Hope this helps, as if like me, was looking "From a distance" you really cannot see these too well if at all..

I found a large group (4) of these all next to each other at "(Shimmering Expanse) 30, 73".

For those who do not have a coordiantes add on you can just use the below macro instead:

P.S.
for those who are unfamiliar with wow macros, to add the coordinates macro just:
1. type "/macro" in the chat to open the macro window
2. click the new button
3. select an icon and type a name
4. paste above code
5. drag icon of macro to toolbar

Ugh. Such awful narration from this idiotic NPC.

The items you want are found in the outer ring, surrounding the sunken city south of the "attack base" where you picked up the quest.

The key item, missing here, is that these items are found on the *LOWEST* level of the ancient city. On inverted vine things which hang from the "roof", or from the floor of the next level up. Your kelp balls are round light-yellow bowling-ball sized things which hang from the tips of these vines, generally 20-35 feet above the sand floor. Should sparkle, so you can kick yourself once you do see one.

Pain in the @ss quest since Bloated Kelp Bulb is so small and hard to see among this nature. Most of them are hangin at the tail of seaweeds but sometimes you can find them a bit higher.

Not to be overly nitpicky, but is anyone else bothered by the fact that any gas - even a relatively heavy one - would still float in water?

Around Ruins of Vashj'ir hanging on the upside downed seaweeds on the ceiling. They look like huge MANGOES :)

The Bulbs are INCREDIBLY hard to notice.

Bulbs are on the seaweed that is hanging from the ceiling of the first floor
Bulbs have a short range for visiblity (~10-40 yards depending on computer/connection/speed of travel)

I have attached a screenshot (http://imgur.com/Fwds6) with red markers to show where the possible spawn locations on some of the seaweed "rope."

Hopefully it will be easier for others to find then it was for me. It took me 20 minutes of aimlessly swimming around the complex to stop and read wowhead comments.

Description

[Been all over the place. Blown all kinds of things up. I thought I might have some trouble carrying on the trend, what with the water and all, but it's all just a matter of inspiration.

I found something volatile enough to make bombs out of! There's a bunch of kelp hanging under the terrace to the southwest. Normally kelp stores gas that makes it float - this kelp produces a different kind of heavy gas. It keeps it hanging, but also makes for great explosions.

Gather me some?]
