There is a prerequisite before you can start this quest line. He wasnt giving out any quests when I visited him at lv34. I hadnt done the quests in the north part of the zone - its probably one of them that is needed.

Just need to do the quest A Line in the Dirt from Kirge Sternhorn just to the right of Warlord Bloodhilt

Description
