Notable thing for engineers, SCRAP-E does not initially gives a quest, if you are looking for SCRAP-E to give you a quest, you should loot a quest item SCRAP-E Access Card(I think only Engineers can loot it but I'm not sure, the very low drop rate of the card wowhead shows us let me think that), this will launch a quest telling you to find SCRAP-E and then once completed you will have the next one.

Also to save time for finishing this first quest don't forget the mats:

Just so its known, there is a level requirement of 77 to begin said quest. I'm currently level 70 on my Hunter with 450 Engineering, I have learned the schematic for Jeeves, but are unable to begin the quest to learn how to make the Scrapbot Construction Kits.

Pretty lame in my opinion.
