I can confirm that this does drop off of Apothecary Hummel. Very nice neck for a level 80, you wont see a better one until level 85.

The lack of mastery on this makes this not the best tanking neck. The Lustrous Eye or even Mountain's Mouth are probably better choices. That said, it is free loot and If you're a fresh 85 tank, it's probably decent enough to start.
