A quest reward from Judgment at the Eye of Eternity, which is started from the Heart of Magic which drops from 10 man Malygos. You turn this in at Krasus who is next to Alexstrasza atop Wyrmrest Temple.

Great upgrade to Encircling Burnished Gold Chains.

The loss of spirit & slight loss of SP is a bummer, but gains in hit rating, haste, and int.

You can easily make up the spell power (and then some) with a Purified Twilight Opal.

The blue gem socket with spell damage and spirit along with the added socket bonus makes this the first choice of all blue sockets around for warlocks as threat generation (as affliction anyways) is extremely high due to the healing received from siphon life, fel armor and haunt, and you would want to get the 25/-2% threat meta gem socket in your helm to lower that amount instead of the 25/+2% intellect you would go with if you only socketed 19 spelldam gems in your sockets.

2% less threat > +2 spelldamage +2% intellect | and anybody who has ever pulled aggro on a raid boss knows that. :-)
