The best quest reward neck in game for Rogues at the moment.

When properly gemmed (https://www.wowhead.com/cata/spell=53982), MaxDPS has this listed at 45.56 DPS, which is better even than https://www.wowhead.com/cata/item=42645, gemmed with https://www.wowhead.com/cata/spell=53945, which is "only" 44.36 DPS.

Also a very nice neck for feral druids; if you only want this reward, there are some prereqs
to do first (This is also assuming you have unlocked the Shadowvault quest hub):

Get the Key
Talk to Vaelen the Flayed and accept the quest to free him. The mob patrols outside the keep, in the area with all the warriors training.
Let the Baron Know
Return to Baron Silver in Shadowvault and tell him you freed Vaelen.
Vaelen Has Returned
Just speak to Vaelen. He is inside Shadow Vault on the left side of the building.
Ebon Blade Prisoners
Head west over the mountains to Jotunheim. The prisoners are around the arena, as well as to the south. Get the keys first by killing any Vrykul in the area. NOTE: Cats, turn on Track Humanoids and the prisoners will show up as green dots on your map.
To the Rise with All Haste
Speak with Baron Silver again, and he will send you to Death's Rise to speak to Lord-Commander Arete.
The Story Thus Far...
Just speak to Lord-Commander Arete again after accepting this quest to listen to his story.
Intelligence Gathering
You can now speak with Aurochs Grimbane who will offer this daily quest.
In Strict Confidence
Kill both of the captians on their boats. The boats are docked right beside eachother. The captains are up at the ships wheel, you don't need to go inside the boat. Return to Lord-Commander Arete when they are dead.
Second Chances
5 man group quest. Once you complete it don't forget to talk to Lord-Commander Arete who is in the chapel!
The Admiral Revealed
5 man group quest, just the conclusion of the one above. After defeating the Admiral, the neck is all yours!
