When youve got this letter by mail you can go to Shattrath and talk to the guy standing next to A'Dal (hes in the middle of the city).
He gives you a quest to talk to a'dal, which then gives you 3 quests. They are pretty hard and i guess theres a followup.
No idea what they are for but i guess some kind of attunement for 25mans

The Cipher quest can be completed, @ level 69, but you can't talk to "the guy" until you are 70.

Can I still get the follow-up quests if I threw this letter away, and didn't hand it in? Can you get the letter again in any way?

Its dumb that there's so many useless items, and then every once in a while, one that looks useless, but isn't, and you get screwed over. Not cozy.

Can you destroy this letter or do you need it to get the quest. I have already spoken to Naru and can collect the quest if I want but as I do not have the heroic key there is no use.

K, it asks you to talk to Naru in Shattrath but then say's 'come see me - signed Khadgar.
They are right next to each other in the City of Light section of Shattrath.
I am lvl 69 and cannot turn it in, you may have to be 70.
You get this letter for completing a series of chain quests in shadowmoon, rewards are amazing.
