In Eversong Woods.
Head out of Silvermoon City, go across the little bridge and follow the road to the left. You will see a blood elf building with a bunch of hawkstriders outside. Inside is the trainer, outside is the mount vendor.

I did this, but she only had lvl 70 mounts for sale! Did I miss something with the "learn to ride" quest? I *really* want a silly ostrich! :-)

However, there is a catch!
Winaestra
will not sell you any mounts unless you're exalted with the
Tranquillien
faction.
You'll be purchasing no hawsrider here until you've proven your worth and dedication to our people.
Do not return until you are considered exalted among the blood elves. Away with you!
