I am having the same issue, i am lvl 83 my average item level is 275, i have queued for randoms when i had only discovered the Throne of Tides, and as soon as I discovered the entrance for Black Rock caverns, I get the error "You do not meet the requirements for the chosen Dungeons".

Not true. I'm level 81 with about lvl 260 avg and after discovering BRC I could queue for random Cata dungeon fine.

I have found the issue is invariably the use of heirloom items.
Heirloom items have an item level of 1 and will drag down your character's item level below the minimum standards. It's happened to me more than once.
If you have an heirloom item with not corresponding higher item level piece, go buy one from the AH. Just having it in your bags will raise your item level high enough to queue.
Blizzard needs to fix this...(##RESPBREAK##)8##DELIM##Gnub##DELIM##Please refrain from resurrecting old topics, even though it is potential useful information should people search for something like this.

if you go into the dungeonfinder under ´choose a specific dungeon´ you can see which ones are locked. If it is locked and you hover your mounse over the lock, it will tell you why. You no longer have to discover dungeons to be able to queue for them (that was removed in 4.06 I think).
Which basically means it is an ilvl issue. Maybe because heirlooms count as lvl 1, or maybe just because you leveled without questing (pvp, gathering etc). Just use the AH.. most of the crafted stuff is dirt cheap because people had to make it to level their skill.

Look when the thread was made people... Now ask yourself, "Is this even relevant anymore?" If you can't tell me with 100% confidence that it isn't then please do us all a favor and don't necro.
