it does not require you to finish or be beyond "Nahom Must Hold" part of the council line

Did the cut-scene quests, and accepted the quests from the chained mankitty,
and the instance quests were there. although i think all that is required is at least Lvl83.

All I'm left with are the two quests picked up innside the dungeon instance : The Source of their power (this one) and Targets of Opportunity

We discovered that Deathwing's envoy, Siamat, is giving the Neferset their newfound power.

They claim it has restored them to the greatness of old, but something else has happened. Their very souls have been corrupted.

As one of the four winds, Siamat is incredibly powerful. But that power has been drained considerably by this process.
