They have to be specific bales of hay.

You CAN burn the same hay bales again if they aren't burning anymore. So basically, if you find a spot that doesn't have guards nearby and you don't feel like fighting, you can just stand in the same spot and burn only that 1 hay bale 5 times. They only burn for like a minute or so.
