This person gets phased out if you do the event before you hand in the quest. I learnt this the hard way. You have to complete the quest chain before you can hand it back in.

They will phase back in after you complete the quest The Stone Throne, you do not have to do any of the Therazane dailies.

I have flew over this area 10 times. I have flew up above as high as i can go....I was hoping someone had some messages here as to what to do next. Is it bugged ?

OK,,,So there is two kinds of blue lights over there,,,So make sure you fly thew the right pillars.You will complete it..

It completed for me when I flew over the waygate along the back wall (smaller and whiter than the large blue pillars of light). It looks like the waygate in Sholozar Basin that connects to another in Un'Goro Crater.

IMPORTANT INFO:

If you complete Die Karawane treffen/ and DO NOT take Leichtverdientes Geld you would be still able to take Heldenaufruf: Uldum!/Auf Befehl des Kriegshäuptlings: Uldum!. However I havn't tested it the other way around. A pretty unusual behavior of breadcumb quests, wish all quests were like those :<
