. This tinker is discovered randomly while making Cataclysm Engineering items. If you get the discovery, the game will tell you in your chat log and the recipe will simply show up in your Engineering page.
On average, the gloves will grant 480 int/agi/str * 10 seconds uptime / 60 seconds cooldown =
80 int/agi/str passive
, but the values will be even better than that in practice (more on that below).
As of this writing, this tinker is a no-brainer. There are simply no comparable glove tinkers that are useful in all areas of the game, PvE and PvP alike, or as powerful as this one. There might as well not be other glove tinkers. Also, please note that tinkers stack with enchants now so you can get normal enchants on your gloves even with these on them.
It gets better in practice once you consider that, often, you get to use it right when you stop moving and start ripping into a target (or continuing to heal), getting a maximum benefit from the proc at the best time to get it. Sometimes, when the buff is up and you are waiting for the cooldown to expire, you'll be moving anyway, so you got to enjoy the buff when it mattered and not miss it when it didn't (while you move). In laymen's terms, the cooldown system is a win-win. Compare that to static enchants, where any moment you aren't DPSing at your maximum, you are wasting the damage potential of that enchant, which is what makes "burst" enhancements like this so good.

." Not true, Scrubby McTerrible! There is a very simple macro, which you only need to make once and never edit again as you get new gear, that will let you use and abuse these to their maximum benefit until the next expansion hits! And I'm giving it to you here, because I make it rain!

You stick the appropriate spell name where the underlined text is; copy and paste the rest. This macro will also auto-target enemies that are attackable (and not corpses) if you don't already have a target selected, and clear those annoying error messages from the center of your screen. I would recommend you repeat this process with every spell you cast while sitting still and doing optimal damage. For example, making this macro for Incinerate would be smart, but making it for Fel Flame would make you legally obligated to wear a helmet in public.
Note that this "/use 10" trick also works for trinkets you have to activate, /use 13 being the top trinket slot and /use 14 being the bottom, and for your belt tinkers would be /use 6.

Something I noticed, Synapse Springs unlike the other tinkers denote no engineering skill, and don't say you can only put them on your own gloves. Anyone know if these can be enchanted on guild members and still work?

This can be discovered randomly while crafting other engineering items. You can not learn this ability at a trainer.

Disappointing that blizzard would make the best engineering enchant only for casters; the Tazik Shocker is a whopping 42 dps
Why not go with what wrath did and make it haste, so that everyone can benefit? Even crit or mastery would do.

been at 525 for a week now, got there without discovering this and since then I have crafted ~200 goblin feasts and over 1000 obsidium bolts (go go bolt gun spam) and still haven't discovered this. It's the only thing I'm missing and I'm a warlock :(
I spoke with a gm that confirmed that others have discovered it AFTER they got to 525 level. If you're reading this and you're one of them, please post here.

To put some questions to rest....
I am max engineering....I maxed out in 1 day, I dont know at exactly what skill level I learned it, but it was in my book for sure before 500 skill. I want to say between 475-500. I was crafting High powered bolt gun and tackle boxes/toolboxes (all orange, when crafted). Hope this helps.

Curious if anyone at level 74 and below has been able to "discover" this? On my 70 character I enabled the Cata trial and only did cata recipies from 425 to 450 but didn't find any... I am stuck at max engineering a 450 and while I can keep making cata stuff at 450 and below I can't get any more skill ups in engineering so not sure if I will ever be able to get any of these...

I recently discovered a bug with this ehancement. I have had my trinket, gloves, and Lifeblood cooldowns all incorporated into one castsequence macro since WotLK. When I replaced
Synapse Springs
with
Hyperspeed Accelerators
on the
same
set of gloves,
Mnemiopsis Gloves
, and then hit the castsequence macro, it no longer moved to the next cooldown in the sequence, it just continued to show my gloves' cooldown as it refreshed. I am not sure what exactly caused this, but the problem was fixed when I found a new pair of gloves and put
Synapse Springs
on them; the macro worked as it had previously.

Engineering Tinkers -- bug and subsequent fix
There were 8 engineering tinkers introduced in Cata.
Unlike most recipies they are not trained
but a random chance to discover while you make any cata engineering item. However there was an issue where
if you only knew 7 of the 8 when you hit max skill, you could not learn the 8th tinker
.
Last night Blizz hotfixed in a solution:
Engineering
* All eight of the Engineering discoveries are now able to be learned through crafting the
Overpowered Chicken Splitter
at max-level Engineering.
If you are max engineering and only know 7 of the tinkers, craft this and you should learn the final one. Be wary as it won't teach you anything else if you already know all 8.
If you happen to hit max engineering and don't even know 7 of the 8 (and thereby need more than 1 to learn), crafting this item at max skill teaches you only
one
of the tinkers, not all of them remaining.
The 8 tinkers are:
Cardboard Assassin
Grounded Plasma Shield
Invisibility Field
Quickflip Deflection Plates
Spinal Healing Injectorp

This is very similar to the weapon enchant;

I am amazed our engi enchant is almost as powerful as a weapon enchant, I am happy, but still surprised. :-)

For resto druids, using Synapse Springs with Innervate and Replenishment (should be active at all times) will provide 1512 extra mana
per Innervate
. That's not even counting the extra mana gained through Replenishment if you use Synapse Springs on cooldown.
Compare that to roughly 1750 extra mana

Still locks out on-use trinkets for 12 seconds, despite only lasting 10 seconds now.
Edit- Spoke with a GM about this. Was advised it was a server-side issue requiring a reset to fix. If your realm has been restarted since the patch went live, this is probably correct at 10 second lock-out now. I will test this and report back.
Edit- As of 12/15/11, this still locks out trinkets for 12 seconds.

Just got this after making 1 Ether. Was a 451 engineer. Looking at other comments on here it seems as though making Ethers have a pretty good chance to proc the find.

The players who think of swapping to engineering, just because they think they can improve their dps just with this item and gain advantage over any other profession;
-The tinker's average dps value is no greater than ~80 agi/str/int,
if used each and every time, as soon as it comes off cooldown.
-Keep in mind that you won't practically ever be able to keep the uptime 100% due to facts that it might come off CD in an undesired moment (frequently it will), or you may not notice that it is ready, or you may forget to use it, etc.
-Several other proffessions maintain similar bonus as a passive and static number, like enchanters' ring enchants, or jewelcrafter's gems, etc.
Side note: Engineering dps bonus does not only consist of synapse springs, ofc, you also get an epic helm which is extremely customizable via cogwheels, almost on par with 372 ilvl heroic raid helms(statswise), which I hope they upgrade it as new tiers show up..

Blizzard made builtin functions to do those same things, but didn't make actual slash command words for them. Once you tell the UI what slash commands to use ("erroff" or replace them with names you prefer) then they work like any other slashy.

After doing some research and looking after the different things, it seems to me that there is a much higher probability (possibly the only way) that you learn this tinker from making electrified ether. I noticed this after I was making a bunch of them and all the tinkers that I learned from making EE were using EE in the recipe. So ya..if you are having trouble, try that out.

Reasoning:
Triggering the device via gear slot number (gloves are 10) will always attempt to use your actual equipped gloves instead of the gloves you were using at the time you wrote the macro. Also, this call will take far less space.
Always call up /use instead of /cast. They're totally equivalent and /use has one fewer character. If these two lines are the whole of the macro, of course, you wouldn't care. But if you wanna get fancy later and start wrapping that core in error notification toggling calls, add a bunch of other off-GCD abilities...255 characters can get real small real quick. Better to develop good habits early.

One way to drastically increase practical uptime is to replace a few of your bread-and-butter spells with the following macro:

Gear slot 10 is gloves. This macro will behave just like the replaced spell, except the springs will be triggered nigh-instantly before the spell is called if they're not on CD. Still not a 100% of course, but better. And one less button to worry about in wartime.
The one downside happens when the springs are on CD and you attempt to trigger them. The result is error notification ("It's not ready yet!"). The error text and speech can be avoided (without needing to just shut error notifications down for everything). Wrap any potentially error-causing macros in the following two blocks:

But we don't have to remember to click anything now, and we don't need to place those two macros in prime actionbar real estate. And moreover they can be used to wrap numerous other efficiency macros without any additional costs. It's a

Just wanna throw in that for "on use" items, I like to add the rule to my macro so that I don't accidentally pop it off outside of combat. As I am playing an assn rogue, I put the use abilities on mutilate - it however, is not my opener so I do not want to pop things pre-combat.

The only thing I know is that at 477 engineering I was able to obtain the Grounded Plasma / Invisi field / Quickflip / Tazik tinkers. And after I obtained those(discovered one 75-90% of the time), I didn't get any for 30 crafts of electrified ether / handful of obsidium.
Edit1: At 502 skill I learned Z50 tinker from crafting Obsidium Bolts once.
Edit2: At 520 skill, Spinal healing Injector learned from crafting Obsidium Bolts once.

When I took up engineering on my 70 twink solely for this tinker, I had no idea the ordeal I would have to go through to get this. A level 70 twink can only learn one cataclysm level tinker. ONE. Out of eight. And it's random. If you don't get the one you want... tough luck. GMs can't help you because Blizzard doesn't officially support twinking. You have to unlearn engineering and re-level all the way back. One option is to race/faction change to a gnome so you can learn two extra tinkers and hope one of them is the one you want and then change back, but that'll put you out a good $50+.
If you have a ton of gold to throw around, this will be much easier, but for cash-strapped players like me, it's best to farm the mats yourself (it comes in handy that my main is mining/BS), especially when you get to using cobalt and fel iron. People like to gouge prices on bars, and in my experience cobalt and fel iron are the ones that will cost you the most. Farming these and other mats will save you a couple thousand gold depending on your server. It also helps to look up power leveling guides for engineering to find the quickest and cheapest path to 441, the level at which you first get the chance to learn a tinker.
Although it's an ordeal, the burst damage this provides is beyond comparison. With BiS level 70 gear, this should still be about a 40-50% boost to your main stat (which, if it's agility, will give you a massive crit bonus as well - think 20-30%). That is huge for PvP, and for a rogue... there's no question. This is the best you can get (not to mention engineering provides the only cata-level profession boosts you can get). But be prepared to work your butt off to get it.
So for all you twinks out there looking to grab this tinker, good luck!

For all you people powerleveling this profession for this glove enchant (or any other tinker), this is NOT a random discovery in it's current state after the bugfix. This is not like alchemy where you create a couple hundreds of potions that are grey and suddenly make a discovery.
Do not make the same mistake as I did...powerleveling Engineering and as soon as you hit 450 starting to crank out either Electrified Ether or Obsidian Bolts. While making the Ethers I discovered 3 tinkers, but got no more skillups after 365. Coincidentally I also did not discover any more tinkers after making about 30 Ethers while it was grey. After that I started with Obsidian Bolts, did about 100 grey crafts but did not discover any tinkers. Cursing Blizzard for bringing this RNG, I continued leveling Engineering. My next craft was one with 5 skillups and immediately discovered a tinker. I did 2 more 5 skillup crafts and there it was..the Synapse Springs tinker.
TL;DR - if you do not get this enchant at 450, continue to skillup Engineering. Do not make low material grey crafts hoping you discover this tinker.

To everyone saying to macro this into your main attack: I hope you don't have an on use trinket. Every time you cast you'll be putting your on use trinket on cooldown. For a demo warlock, this is really bad because you need to use your moonwell chalice right before you cast meta.
As a reuslt.. engineering tinkers kind of suck for dps unless your current BiS trinkets are both just equip bonus trinkets.
