considering that this is an arcane talent - and that Slow is also in that tree...
it basically makes you hurt slowed stuff more. (or anything snared)
not much raid potential - more of a PvP and Solo talent, since with this you'll be slowing EVERYTHING to get +12% dmg from your Arcane Missiles (which would yield some impressive dps)

For those who dont know what Snare Effects are...
Snare effects are a form of crowd control that reduce a victim's movement speed, preventing him from effectively maneuvering in combat. There are 2 types of snares: area-based snares, such as
Frost Trap
or
Earthbind Totem
, and debuff-based snares (also called Slows), such as
Crippling Poison
or
Piercing Howl
. It is most useful to ranged classes when fighting opponents who only possess melee attacks, allowing them to kite the opponent. Snares are also useful to prevent enemies from fleeing to safety or running for help (in instances especially).

I'll be using this ability in my 51/0/20 build for a Frostbolt POM that will have +150% crit damage, 100% chance to crit, and gain an extra 14% from "Torment the Weak" talent.
/cast slow
/cast Frost Nova
/POM (with Icy Viens)
/Hug dead corpse for achiement award.
The only down side to this build is that my primay Frostbolt spell only has a max range of 36 yards, but I expect a future glyph should fix that issue.

put this scenario, u spec 18/00/XX just this 12% dmg increase to frostbolt, whenever you cast frostbolt, you will apply a debuff which should be considered a snare. so the question is. will you gain 12% dmg vs a raid boss even thou they are unsnarable, just for the fact of increasing your frostbolt dmg by 12% might make 18/00/XX frost raid dps spec if not the best a really huge raid dps spec.

Yea, it's really good question if Frostbolt is actually gonna put a snare effect on raid bosses since they are immune to slowing effects... would be really nice if so :) I guess 1 frost mage is gonna be a "must" in WotLK since of Winter's Chill effect that now effects Arcane and Fire crit as well

As shatters combos already do an amazing amount of burst, this talent would further increase the damage. I think I'll be going 20/0/51 for WoTLK once I hit 80.

You could use this as part of a frost based frostfire bolt build.

Gotta take ignite for your frostfire bolt and fireballs from brainfreeze in fire.
You would get the extra 12% dmg not only to your frostfire bolt due to it's chill effect but with one point in imp blizzard it would have a chill effect as well which should give it a 12% dmg bonus as well. Not too sure if you would bet the bonus on the water elementals water bolt since it doesn't seem to have an explicit chill effect with it, but the water elemental is great to have either way.
The 80 resist all you grab along the way along with the focus magic is pretty nice as well.

For raiding, this talent is really only worth it if you have a Frost Mage in the raid (whether it's you or someone else), as they're the only spec that will maintain a snare on the target by max DPS'ing it.
However if you do have one, these are some points very well spent, for example for a fire mage:
Fire Power
grants 2% extra dmg per point
Torment the Weak grants 4% extra dmg per point

If you are frost specced and use Glyph of Frostbolt, does your frostbolt cease to apply the snare effect? If so, a 21/0/50 build would not benefit from the glyph, and you might be better off using a different glyph.

My only question is: Why Arcane Blast is excluded?
While Blizzard certainly show their 'distaste' on AB spamming - excluding the spell from this is hardly fair. same does the recent 'fix' on arcane blast.
Its fine to retune a spell to keep players from abusing them - but butchering it to complete uselessness is really way too much

As of 3.0.8, this talent applies to targets that have any type of slow on them, including the attack speed reducing effects of Thunder Clap, Icy Touch, Judgements of the Just, and Infected Wounds.

Okay... I've been running with an 18/0/53 spec which includes 3 points in TtW since the 3.0.8. patch. My damage is pretty good, but here's my question:
How do I know TtW is working and to what extent? The combat logs do not show any mention of the effect and there is no visible (de)buff. If the talent were broken, would we know it?
Is there an addon which provides some feedback on this or has anyone run conclusive tests as to this talent's effects?

Slow can be applied to bosses but I don't think it has any effect. ie: you get the benefit of the talent but no speed/attack speed reduction.
You get no bonus from anything which is immune to snares; i.e. -ALL- wotlk bosses except for maybe a couple (Grand Widow Faerlina's "frenzy adds" come to mind). If something is immune, the snare-type debuff is not applied, and thus, you get no bonus from it.

Think about this complaint for a minute from a Blizzard programmer's perspective.

every single
damage buff calculation that goes on behind the scenes? I mean how do you know the damage buffs from Piercing Ice, Arctic Winds or Chilled to the Bone are being correctly applied? There's no visible debuff nor special mention in the combat log for those, either.
So instead of "

I think the real question is for frost specced mages is: "Which, among the mechanics that proc Torment the Weak, affect raid bosses?" Because with that answer, we can decide whether this will be impactful for our raid makeup. For example if you're rolling with pally tanks, chances are, you're not going to see much of a boost from this. Whereas a DK tank will probably have Icy Touch (Frost Fever) in effect constantly. Warriors will be somewhere in between as Thunderclap cools down. That is, assuming ANY of those mechanics will trigger Torment the Weak
on a boss
, even if they are immune to the "slow" portion of the effect.
I suppose it is too much to hope that Frostbolt's chill effect will proc Torment the Weak on a boss, even if the boss can not be slowed, isn't it? :-/

Every tank should have a constant snare on the boss at this point as posted above.
Thunderclap's effect is longer than its cooldown, so that's 100% uptime.
Judgements of the Just on every judgement (10 seconds). Judgement effect lasts 30 seconds. 100% uptime.
Infected Wounds from every mangle and maul. 100% uptime.
Frost Fever which every DK maintains 100% to help their strikes do more damage.
On bosses, TtW should be working all the time. As long as the debuff is on the boss, it counts for this talent.

I would say this is totally wrong!
Arcane mages are the most mana efficient class in World of Warcraft! Since AB (giving incrase mana cost of for more DPS) for any given amount of MP5 Arcane Mages can controll rotation to maximize DPS, granted most classes can controll what spells to use for given mana, currently Arcane mages could use over 5000MP5 to maximize dps where as most other classes could only effectively max dps at about 500mp5.
Interesting note: AB x3debuff and using arcane power and no mana cost reduction will use about ~2200 mana and with full haste buffs (trinket+talents+CD+BL+Potion+items) AB cast time can be reduced to 1sec! If this was the case* you could use over 11k MP5 and this is not taking into account you could have mana shield up taking dmg/mana so that Incanter's Absorption can increase ur spell power!
And I would have to say AB no debuff would b 1 of the most DMG/mana spells there is. so that takes u from low mp5 to extreme mp5 and maximizing DPS-mana. So in conclusion-

For the sake of clarification let's assign some definitions.
Snares and attack speed reductions certainly allow for Torment the Weak and roots certainly do not. I am unsure if casting speed reductions will allow for TtW. Virtually all bosses are immune to snares and roots, but few, if any, are immune to attack and casting speed reductions. It's for this reason TtW is worthwhile for PvE. In most cases, especially raids, some form of attack speed reduction will be applied to the boss 90% of the time, usually via your tank.
No, Forstbolt and FFB can not allow TtW on their own against bosses because their snare affect won't apply. I would like to test if casting speed reductions such as Curse of Tongues is valid as well Judgment of Justice (which isn't a snare but a speed limiter). I believe the answer is yes to the first and no to the second.

Ladies and Gentlemen, I present to you the
Jade Sludge
What does an ooze have to do with the discussion of this talent you say? I'll get right to that. This creature is affected by
Slow
but only in regards to the casting speed of
Sludge Toxin
and nonexistent ranged attack speed. My point you ask? Using a lower rank of
Arcane Missiles
(which in my opinion, is the best spell to use in order to detect whether or not TtW's damage bonus was being applied), I was able to test if TtW applied to casting speed reduction and ranged attack speed reduction on an enemy with no ranged attack. I also decided to put on
Ice Armor
on my second round of testing. Arcane Missiles did lower damage to the ooze with Slow applied to it, while it did noticeably extra damage when it had Ice Armor's
chilled
effect (which only affected its attack speed). Unless the Jade Sludge is a somewhat unique little snowflake among monsters (which it could be, who knows), my conclusion as of

I'll post again regarding this matter if I find out more.

I have a question, if I want to test my DPS against a target dummy without someone else there to cast slow, assuming a standard AB-AB-AB-Barrage rotation (all spells which TTW affect), can I just add 12% to my DPS to get a good estimate?

After reading all of these comments I'm still unsure if a boss will be subject to the damage bonus from this talent if it is immune to some or all of the effects of a snare. The information seems to be conflicting between posts with some saying that immunity to movement slowing effects = immunity to TtW while others say that as long as a snare debuff is on the boss mages will benefit from TtW. Which is it?

I cast frostbolt and Frostbite proc and the target is rooted.
do I get the Ttw 12% for my next Frostbolt?

Torment the Weak or Ice Shards for a Frostfire build? Obviously, I cannot have both, but the 100% critical damage increase is quite... hefty for a Frostfire build, but so is a "passive" 12% damage increase for FFB.

Most arcane raid builds don't put that one point in slow, but I do. Just to ensure MYSELF that my target is always slowed and that I don't have to depend on someone else giving me 12% more damage.
It also fits in perfectly with ABx4/missile barrage. it takes exactly 12 seconds to use those 5 spells, allowing me to efficiently cast slow in between rotations.

someone asked earlier if there is an addon that tracks ttw well there is, it's called mage fever it tracks arc blast stacks, missile barrage procs and just about every other spell you want to track. i was playing with the options this morning and noticed it had a ttw tracker and it works i tried it in my random run about 5 minutes ago.

One way that i have seen that works perfectly in order to see if torment the weak procs, is to use a in-game theorycrafting add-on, like dr. damage, which immediatelly calculates the damage your spells are most likely to deal, and modifies the numbers in real time according to buffs on you, debuffs on the target. But it would be nice if blizzard added it as a side debuff or as active proc so that you know when you take advantage of it, at any given time.

Although it might make you feel more comfortable, using slow is almost always pointless and detrimental to your dps. It is pointless since any tank that knows what they're doing will have an attack speed reduction debuff upon the buff (all tank classes have such an ability, and all such abilities proc TTW). The "almost always" caveat is in there because of the small number of tanks that don't know what they're doing. It is detrimental to your dps since you add in a GCD to your rotation that you wouldn't otherwise need.
Assuming 0 haste and you get sufficient MB procs allowing you to weave in Slow "efficiently" your whole rotation comes in at 14 seconds (treating Slow as a 1.5 sec cast due to the GCD). Without slow the rotation comes in at 12.5 seconds. Assuming then that you have 0 latency and your execution time is perfect, that GCD is causing you to only deal ~89% (= 12.5/14 = time spent dealing damage / time spent casting) of the damage you would normally deal.
Now, let's assume for a moment that the tank for whatever reason isn't applying the attack speed reduction debuff. If we ignore all other damage multipliers you'd end up dealing, guess what, ~89% (=1/1.2) of the damage you would normally deal.
Notice how the two %'s are the same? In other words, even if the tank doesn't slow your mob in anyway you are *not* improving your dps by slowing the mob yourself. If the tank is slowing the mob in anyway (which they should) you are hurting you dps since 11% of the time you spend attacking is wasted putting slow up and not dealing damage.
TLDR: If you never slow your target your dps will be higher on average than if you always slow your target. If you slow targets that aren't otherwise slowed, your dps will be the same as if you hadn't slowed in the first place.
Now this example assumed that you had 0 haste, 0 latency, and perfect reaction time but even if these things are not true you'll find that the values don't change by much more than a couple percent. Although haste works in your favor, latency and reaction time do not and end up partially negating the positive effect haste has.
