Two points in this talent will increase the healing bonus on Healing Touch from 100% to 120%. However, this isn't a very good talent in that HT is rarely used in both PvE or PvP. HT costs 935 at it's top rank (the most expensive single-target heal in the game unless you count Lay on Hands) and has a 3-3.5 second cast time, depending on whether or not you have points in the Naturalist talent. HT also cannot be used in Tree of Life form, making it very unuseful in PvE. In PvP, you're probably not going to have many opporitunities to stand still for 3+ seconds casting one heal. There are many better options than this in the Resto tree, and we have Swiftmend for the occasional big emergency heal anyway.

This wasn't useful for full healing (tree) builds, since they couldn't cast Healing Touch in treeform. Now they can, but with the addition of Nourish and Wild Growth it is hard to fit it into a any rotation.
It does have nice synergy with talents found in the balance tree:
Moonglow
- -9% mana cost
Nature's Majesty
- +4% crit chance
Nature's Grace
- -0.5 sec cast time after a crit
Celestial Focus
- +3% spell haste
Lunar Guidance
- 12% of your intellect as Spell Power
Dreamstate
- 10% of your intellect as Mp/5

Empowered touch has been buffed to 20/40% bonus effect from spellpower; however it still remains a seldom used talent due to MUCH better choices in the Resto tree.

Maybe add Nourish for this talent as well?
Edit. Nourish has the least amount of synergies through talents.
Let's look upon following examples. One party member takes damage. You would cast regrowth because it leaves hot. The same member again takes damage. You again would cast regrowth because you have glyph of regrowth. If the same member again takes damage while regrowth is ticking, you would cast nourish or maybe regrowth again for the increase of duration of hot.
Tank healing? If regrowth, rejuvenation, lifebloom and swiftmend constantly can not keep the tank up, he is undergeared.

I don't find this talent too good unless you are tank healing, and nothing else. And by that I mean spamming Nourish/Healing Touch on the tank with x3 LB. Why? this talent takes way too long to actually refresh LB's duration. My Nourish/HT are both 1.9 second casts, but i have to start casting them on the target when LB has 4-5 seconds left or i risk it falling off.

The new 'upgrade' to this talent seems a little off to me, particularly in how it works with Mastery Bonus. Regrowth refreshing Lifebloom stacks is kinda neat. I don't use Regrowth often due to it's mana cost, but this does reduce some of the mana sink of the spell by essentially giving a free cast of Lifebloom. The problem I see with it is the order in which things occur.
Unless I miss my guess, it's going like this.
Lifeblooms are ticking down.
I cast regrowth and it hits. Lifebloom is refreshed. Hot for Regrowth is applied. Due to this, No mastery is applied to the Lifebloom ticks, even though I personally think it should, seeing as how the Hot portion of Regrowth should be hitting at the same time as the initial spell.

This talent became (to me atleast) more annoying after the last uppgrade it recieved, there are times I want to let lifebloom expire while I am also timing it with another cast. But now since all our direct heals refreshes lifebloom, making this pretty annoying.

i quit a few months before cata came out. i have been back 2 months, and this talent to me is completely useless.... Other than the 10% bonus to the heal, the reset is just plain stupid. Unless you time your heal with omen of clarity, the mana cost to refresh lifebloom(which a single cast of lifebloom is the cheapest spell you pretty much have) its just not mana efficient at all. And if you need to refresh your lifebloom chances are your tank doesnt even need your direct heals cuz he should be high hp since you dont want ur lifebloom to crit for 40+k.......
idk dumbest talent in the resto tree at the moment. Not mana efficient, and only reason to refresh lifebloom is tank is already healed.
anyone have a legit reason as to why this talent is good , let me know...
