This talent deep in the combat tree is one of the best for increasing sustained dps for rogues. You must remember though that offhand damage is 50% of what it says though. And you get the true value of your offhand using this talent you have to do (50%)(50%) which is 75% offhand damage not 100%. This is approximately 12.5% white damage increase.

Dual Wield Specialization, while increasing the damage to your offhand, and is nice, doesn't increase the damage by as much as one would initially think.
The offhand of a warrior only does 50% of normal damage, and when you get Dual Wield Specialization, it factors in the increased damage before the 50% reduction, so you only will get 12.5% increased offhand damage with all 5 points in it.
There are many points in fury that could be better spent than Dual Wield Specialization, such as Improved Intercept, Imp Beserker Rage, and even improved cleave. Both in PvP and PvE situations, these three talents exceed the benefits from DWS.

Some talents are only a boon in PVE or PVP. DW Specialization helps you eke more white damage out in PVE, where somewhere around 40-50% of your damage is usually 'white' autoattack.
I wouldn't say Imp Cleave is better than this at all, and especially not in PVP.

Duel Wield Specialization is a MASSIVE damage booster for raiding damage. Something like 70% of a rogue's damage is from white damage in raiding. That's huge. Increasing the damage your offhand does is more of help than most people first think. And, for added bonus, the talent "Precision" is a prerequisite for Duel Wield Spesh - and adds +5 to hit for melee combat.
If you raid a lot with your rogue, do not overlook this talent.

Mutilate Rank 4, 101 with each weapon.
Assuming 30% crit, 5% hit, and 1540 attack power. Dual wielding Grand Marshal's Shanker (103-155, 1.8 speed). Also assuming Mutilate IS normalized, and OH receive the full bonus damage.
MH = 316 average damage
Mutilate, with Opportunity but no DW spec:
MH = (316 + 101) * 1.2 * (0.7 + 0.3 * 2.3) = 696
OH = (158 + 101) * 1.2 * (0.7 + 0.3 * 2.3) = 432
Sum = 1128 (1692, if poisoned)
Mutilate, with DW spec but no Opportunity:
MH = (316 + 101) * (0.7 + 0.3 * 2.3) = 580
OH = (237 + 101) * (0.7 + 0.3 * 2.3) = 470
Sum = 1050 (1575, if poisoned)

without talents:
( (DAMAGE+(AP/14*1.7)) * 0.5 + 101 ) * POISONED
with Opportunity:
( (DAMAGE+(AP/14*1.7)) * 0.5 + 101 ) * 1.2 * POISONED
with Dual Wield:
( (DAMAGE+(AP/14*1.7)) * 0.5 + 101 ) * 1.5 * POISONED
Making Dual Wield spec only slightly less effective than Opportunity in terms of total Mutilate damage.
But Dual Wield spec also increases your white DPS, thus overall it wins against Opportunity.

Conclusion or TLDR- Opportunity increases the overall DPS of Mutilate, however DW increases your white dps in between Mutilates, and since you cannot simply spam Mutilate every second, DW is superior by roughly 6-10% more DPS-wise (however Opportunity does 7-10% more DPS with Mutilate then DW).
Maybe in the distant WotLK expansion we can pick up both and PEWPEW, but till then choosing either one is up to you :)

As it looks at the time (can still change), this talent will be avaiable in the 10-19 bracket in Wotlk. Eventhough other classes too have been improved, i see even more overpowered rogue twinks.....

Both DWS and Opportunity are now on the first tier of Combat and Subtlety, respectively. Every build can and should take DWS now.

For those curious why Arena Mutilate rogues, who don't care about sustained damage over a long period of time, take DWS, it's because it increases weapon damage of Mutilate, thus increasing burst damage.

Offhand Reduction = 0.5 + (0.05 * Dual Wield Specialization Rank)
Offhand Base Damage = (Base Damage * Offhand Reduction) + ( Mutilate Bonus Damage * (1 + (.1 * Dual Wield Specialization Rank))
So the benefits are twofold:
1) DWS Rank 5 increases the weapon damage of your offhand Mutilate dagger from 50% to 75%.
2) DWS Rank 5 increases the bonus damage from Mutilate for your offhand from 100% to 150%. For example, Rank 6 Mutilate "Instantly attacks with both weapons for an additional 181 with each weapon"; but with DWS Rank 5, the offhand bonus damage is 181 * 1.5 = 271.5.

Let's say you have 2 daggers with equal stats (dps and speed). Attacking with both daggers at once is like doing 150% damage with the MH dagger. You take 5/5 DWS, now you do 175% dmg, or 16.66% more than before.
So another wording for this talent would be:
-increases the passive melee damage (done by autoattacks) by 3.33% per rank, up to 16.66%
-increases the damage of mutilate ability by 3.33% per rank, up to 16.66%, additionally mutilate now does 18 extra bonus damage per rank, up to 90 dmg.
Note that mutilate can also be talented to do 20% more damage, it also does 20% more damage against poisoned targets by default. The damage modifier done by this talent stacks multiplicatively with the damage modifiers listed in the sentence above, which further improves the talent. A fully talented mutilate would do 150% * 1.1(6) * 1.2 * 1.2 = 252%.

.
Increases the damage done by your off hand and thrown weapons by 75%.
Ambidexterity is the state of being equally adept in the use of both left and right appendages (such as the hands).

a 75% percent increase for throwing weapons as well? does that mean that FoK will be hitting much harder since it uses your thrown weapons damage, or is this compensating for poisons no longer getting applied through FoK?
either way, it looks like combat is still the king of FoK spam!

Just thought I'd point this out to avoid any misconceptions, since all comments (at the time of writing) have incorrect calculations (4.0.1 changes):
Pre-Cataclysm (- 3.3.5)
5/5 Dual Wield Specialization would increase off-hand damage by 50% (from 50% to 75%), resulting in an auto-attack (white) damage increase of 16.66 (

Cataclysm (4.0.1 +)
Ambidexterity increases off-hand damage by 75% (from 50% to 87.5%), resulting in an auto-attack (white) damage increase of 25%.
I.e. Ambidexterity doesn't increase off-hand damage
